One-day seminars provide required and continuing education opportunities for assessors and appraisers. They are produced by the Institute of Assessing Officers, the professional instruction arm of the NYS Assessors Association.
Reminder: New York State will not reimburse or give credits for any class taken twice within a three-year period.
As of July 1, 2021, all online class attendees are required to have a camera and microphone, and the camera must be on at all times during instruction. This seminar will review the issues facing Boards of Assessment Review on grievance day and assessors at Small Claims Assessment Review proceedings. Topics for Board of Assessment Review will include hearing procedures, demands for information, forms and letters to be used by the Board, the “willful failure to cooperate” determination, and the effect the BAR actions have on Article 7 proceedings. Topics for SCAR hearings will include hearing procedures, tactics and strategy for assessors, evidence and testimony at SCAR hearings, and appeals of SCAR decisions.

Analyzing Operating Income Statements

This seminar is an overview of the analysis of commercial property Operating and Expense Statements (O&E Statements). The class starts with what typical O&E Statements look like, how they relate to commercial valuation, why they need to be analyzed relative to the market or reconstructed, and how this is accomplished. The instructor will discuss the different expense categories and when they apply and then go over reserves of replacement, vacancy considerations, tenant improvements costs, C.A.M.’s, leasing commissions, other controversial expenses, and identify where this data can be found. This is a good seminar for all levels of assessment officials who analyze, review, or create commercial appraisals for tax cases. A calculator is suggested but not required for analysis of a few case studies.

Mass Appraisal Analysis and Benchmarks Overview

This one-day workshop is designed to help refresh the mass appraisal techniques used in the valuation process and also to help establish some processes and procedures for unusual or more challenging events. Topics discussed include USPAP, scope of work, mass appraisal, market value, highest and best use analysis, neighborhood analysis, benchmarks, sales validation, sales ratio analysis, sales chasing, and trending.

Ethics and the Assessor is being offered to help local assessing officials understand the ethical dilemmas they may encounter during the normal course of their workday. Participants will learn about the laws that address ethics, including conflicts of interest of municipal officers and employees, RPTL Sec. 336, statement of disclosure for assessors, freedom of information laws, and open meeting laws. There will be real life question and answer sessions that will be explored through group discussions. An ethics course is required for all assessors and county directors who were elected, appointed, or reappointed within the last year.

This is a one-day class intended to provide a first-time view or review of many aspects of RPSV4. All of the key components will be discussed. This class is geared to both the new assessor or staff who would like to attain a working knowledge of V4. Participants will have the ability to have a hands-on experience by using their own V4 during the class. While not necessary, two monitors are highly recommended to help enhance students’ skills.
